Elanie Estrada

Division of Developmental Disabilities


Elanie Estrada is a Corporate Compliance Manager working for the Department of Economic Security-Division of Developmental Disabilities (DES-DDD) for the last 6 years. Her primary responsibilities include managing the Program Integrity Unit (PIU) which is comprised of two teams: the Fraud, Waste and Abuse (FWA) Team, and the Monitoring & Oversight (M&O) Team. PIU's main focus is on: a) implementing initiatives to prevent, reduce and correct FWA, b) implement stronger audits and enhance oversight functions, c) increase data sharing and partnerships with providers and the community, and d) heighten compliance awareness with the provision of education, technical assistance and collaboration. Elanie also works closely with the DES Office of Inspector General and the AHCCCS Office of Inspector General in addressing and processing referrals for suspected FWA and Misconduct.

Elanie graduated with a BA in Sociology from the University of Wisconsin in Milwaukee, WI, and an MBA in International Business Management from Western International University in Phoenix, AZ.  Elanie is an experienced professional in the oversight of managed care organization processes including health care compliance, privacy practices, Medicaid/Medicare regulations and management systems within the public health sector. Elanie has been in the field of human services for 28 years. She has a very diversified background working in different public health programs such as in residential, rehabilitation services, behavioral health crisis, and long term care among others.

When she's not working, Elanie enjoys traveling, playing with her two dogs Maia and Athina, and spending time with family and friends.
