Dr. Michael Bays graduated from A.T. Still University’s Kirksville College of Osteopathic Medicine (ATSU-KCOM) in 1990. He completed his residency training in Otolaryngology Head and Neck Surgery at Metro Health Center in Eerie, PA in 1995. Dr. Bays founded and maintained a solo private practice in Branson, Missouri for 14 years. In 2009 Dr. Bays returned to his roots in Tucson, Arizona where he continues to serve as Chief of the Department of Otolaryngology at the Southern Arizona Veteran’s Health Care System.  Dr. Bays is an Assistant Clinical Professor of Surgery at the University of Arizona College of Medicine. One of the highlights of Dr. Bays’ career is mentoring the brilliant young otolaryngology residents from University of Arizona College of Medicine.  In 2020, the residents awarded Allied Clinical Faculty of the Year to Dr. Bays.

In his spare time Dr. Bays and his wife of 22 years, Kaci enjoy their cabin in Flagstaff and spending time with their children Austin and Parker, and their granddaughter, Lincoln Lily. Dr. Bays is also an avid CrossFit athlete, lecturer, writer, actor and co-host of “The Hollow Tube” podcast.

Dr. Bays is board certified in in Otolaryngology, Head & Neck and Facial Plastic Surgery by the American Osteopathic Boards of Ophthalmology and Otolaryngology-Head and Neck Surgery. Dr. Angela DeRosa, DO, MBA, CPE, is a dynamic professional on a mission to change the face of women’s health and wellness. As a respected, internationally recognized authority on women’s hormonal health, Dr. DeRosa understands the range of health issues women face leading up to and during menopause as she herself was in full-blown menopause by the age of 35. Dr. DeRosa has more than 25 years experience in the medical field, both on the pharmaceutical side and in clinical practice. In 2009, she founded DeRosa Medical, which quickly became eponymous with bio-identical hormonal healthcare. In 2018, she heeded their call by launching The Hormonal Health Institute: Executive Instruction for Medical Professionals, a hormonal healthcare consultancy designed to instruct medical providers and provide practice development training on bio-identical hormonal replacement therapies.

An avid cat lover, in 2017, Dr. DeRosa launched Kare For Me a 501(c)(3) non-profit foundation dedicated to providing grants, support and funding for local, no-kill animal shelters and scholarships for students pursuing a degree in veterinarian shelter medicine.

Dr. William Devine has always had an interest in Osteopathic Manipulative Medicine (OMM). He comes from a family of osteopathic physicians, including his father and two uncles. He was born at the maternity hospital on the campus at Kansas City College of Osteopathic Medicine where he delivered his first as a medical student.  After osteopathic medical school he expanded his interests in osteopathic manual medicine along with interests in medical education, medical history, medical research, and medical health policy.  He integrated osteopathic concepts and philosophy into his present osteopathic manual medicine practice as it relates to Osteopathy. He is nationally and internationally known and respected as a lecturer and author of topics in osteopathic manipulative medicine.

He left his active osteopathic family practice 1996, to become one of the original founders of the new Midwestern University Arizona College of Osteopathic Medicine campus and served for 26 years achieving the rank of Clinical Professor. At MWU and presently he continues postgraduate osteopathic teaching and a private practice He has presented at workshops, keynote presentations at the AzAO, AAO, AOMA and internationally in the UK, Italy, Germany, Taiwan, Turkiye, Denmark and Norway. He has been honored with many awards over the years for his service to osteopathic medicine and teaching with the most prestigious Andrew Taylor Still Medallion of Honor Award conferred by the American Academy of Osteopathy in 2025.

Today he is recognized by many medical organizations nationally and internationally in his medical specialty of Osteopathic Neuromusculoskeletal Medicine and Osteopathic Manipulative Medicine (NMM and OMM). He has co-authored two textbooks on Clinical Counterstrain Osteopathic Manipulation and has written and coauthored chapters in five medical textbooks, and many research papers. He has presented nationally and internationally with keynote addresses, workshops, and lectures. He is board certified in family medicine and OMT, as well as neuromusculoskeletal medicine and osteopathic manipulative medicine. He had Fellowship training at the Research Center in Fort Worth, Texas. His private practice in now is focused on neuromusculoskeletal medicine and osteopathic manipulative medicine.

Elanie Estrada is a Corporate Compliance Manager working for the Department of Economic Security-Division of Developmental Disabilities (DES-DDD) for the last 6 years. Her primary responsibilities include managing the Program Integrity Unit (PIU) which is comprised of two teams: the Fraud, Waste and Abuse (FWA) Team, and the Monitoring & Oversight (M&O) Team. Elanie graduated with a BA in Sociology from the University of Wisconsin in Milwaukee, WI, and an MBA in International Business Management from Western International University in Phoenix, AZ.  Elanie is an experienced professional in the oversight of managed care organization processes including health care compliance, privacy practices, Medicaid/Medicare regulations and management systems within the public health sector. Elanie has been in the field of human services for 28 years. She has a very diversified background working in different public health programs such as in residential, rehabilitation services, behavioral health crisis, and long term care among others.

Dr. Keane currently works  as an Assistant Professor, Medical Director of the Osteopathic Medicine Center Arizona and Chair of the Osteopathic Principles and Practice Department within the School of Osteopathic Medicine in Arizona on the A.T. Still University Mesa Campus. In his continued learning, he has been focused on pain management, especially chronic pain and the associated hypo-dopaminergic state, as well as treatment of opioid addiction, PTSD, and neurophysiologic mechanisms of pain. Having recently moved from the clinical to medical education arena, he is  excited to serve as co-investigator for the proposed project, Noninvasive multiparametric characterization of myofascial pain syndrome and its responses to osteopathic manipulative treatment.

After decades of managing on his own health and wellness interests, initially with Tai Chi/Traditional Chinese Medicine and self-guided learning about nutrition, he left a developing career in public policy to more directly use the knowledge and skills he had learned to help others with their health. The idea of becoming a physician to help reduce suffering was irresistible. After several years of pre-medical training, he was accepted to medical school. After completing an internal medicine residency and board certification (he is currently a Fellow in the American College of Osteopathic Internists and in the American College of Physicians), a secondary board-certification in integrative holistic medicine and extensive post-graduate training in osteopathic manipulative medicine, he continues to look for opportunities to enrich his understanding and practice of medicine. Thus, he is especially grateful for this opportunity to blend the art of osteopathic clinical care with the science of evidence based assessment and objective analysis. He feels that his experience, particularly with regard to clinical care, osteopathic principles, and osteopathic manipulative medicine, makes him qualified to provide expertise in the design, development, and implementation of the study proposed in this application.

Dr.  Robert Orenstein is a professor of medicine and a senior fellow in the Academy of Educational Excellence at The Mayo Clinic College of Medicine and Science. He has been the Chair of the Division of Infectious Diseases at Mayo Clinic Arizona since 2012. He is board certified in infectious diseases, internal medicine and certified in Travel medicine and a fellow of the Infectious Diseases Society of America. He served as the Editor-in-Chief for the American Osteopathic Association from 2013-2020. Dr. Orenstein is an alumnus of the Des Moines University College of Osteopathic Medicine. He has received numerous awards for his educational efforts, including receiving the 2019 American Academy of Osteopathy’s, Academy Award, its highest service award for a non-member and the 2021 recipient of Mayo’s Above and Beyond Clinician Award.

Dr Orenstein practices infectious diseases at the Mayo Clinic Arizona, Phoenix campus where he sees complex inpatient and outpatient consultations in general and transplant infectious diseases. She continues to serve as the Medical Director for their primary stroke programs for over 10 years.  She worked in private practice with Northwest NeuroSpecialists for nine years before returning to hospital employment in 2018, and now works as a Neurohospitalist. In her free time, she enjoys spending time with her family, exercising, and traveling.

Dr. Zeman has lived in Arizona since 1989, only leaving the state to complete osteopathic medical school in Iowa and Internal Medicine residency in Massachusetts. She returned to Phoenix to complete her fellowship in Pulmonary and Critical Care after she realized people can spend up to 6 years of their lives shoveling snow. Dr. Zeman also completed additional training in lung transplant medicine before joining a private practice and later transitioning to solely critical care, primarily practicing at Banner Del Webb Medical Center near Surprise. She is married to her high school sweetheart who is an amazing SAHD (stay-at-home-dad) to their 4 girls, ages 2 to 20 years old. She spends her rare free time aspiring to actually learn how to play drums.

Arizona Attorney General's Office


Matt Williams is a prosecutor with the Health Care Fraud and Abuse section of the Criminal Division of the Arizona Attorney General’s Office.  This unit is referred to nationally as the Arizona Medicaid Fraud Control Unit.  In this position Mr. Williams works closely with investigators to prosecute crimes involving fraud, theft and abuse of patients by providers or within facilities that receive Medicaid funds.  Mr. Williams serves on several committees which include the Attorney General’s Office Task Force Against Senior Abuse (TASA), the Arizona Board of Pharmacy Controlled Substance Prescription Monitoring Program Task Force, and the Yavapai County Overdose Fatality Review Board. Prior to joining the Attorney General’s Office Mr. Williams served as a prosecutor with the Mohave County Attorney’s Office where he specialized in drug investigations with the Mohave Area General Narcotics Enforcement Team and served as an Arizona Auto Theft Authority prosecutor.  Mr. Williams received his undergraduate degree and his Juris Doctorate from Arizona State University.
